HTTP Error 401.3 - Unauthorized

I use lucee 6, windows Server 2022 with plesk.

I use below syntax to upload an .jpg file on server by below syntax:

the file correctly uploaded to server and i can see the file in the correct path. But when i type the url in Browser Address Bar i see the below error:
HTTP Error 401.3 - Unauthorized
You do not have permission to view this directory or page because of the access control list (ACL) configuration or encryption settings for this resource on the Web server.

Please kindly help me.

I found somethings.
When i use cffile to upload an image file, some permissions that came (may) from plesk do not included in permission tab.
When i see other files and add exact permission to that files, the image will shown in browser.

I really need help.
